Incentive can't be increasing or decreasing rights of representation. It can be financial or something else. The formula you gave puts finacial success which results in smaller family size as marker to decide who gets what representation. Lets do a smoke test of your formula, can it be applied within a state, where lesser developed districts have pesser number of representatives. Will that work ?

What does your demonic formula says when applied to states like Delhi and Kerala ? Does a person in Delhi gets more say ? How much brain power it needs ti understand that if a million people in Kerala elects 1 MP and 2 million people in UP is represented by 1 MP then democracy is screwed.
