Es kommt auf den Kontext an. Der lässt sich anhand eines einzelnen Fotos nicht beurteilen (weshalb es ja auch häufig nicht zu Verurteilungen oder auch nur Anklagen kommt). Wie es in diesem Fall ist, weiß ich nicht.
