Today, the Engineers Registration Board held a much-anticipated engagement with the Public Procurement and Disposal of Public Assets Authority (PPDA) to align on the implementation of Guideline on the Reservation scheme to promote participation of local providers in public procurement.
The focus? Strengthening structured and supervised placements for graduate engineers, streamlining pathways toward professional registration, and ensuring that critical infrastructure projects are executed under qualified and ethical professional supervision.
This conversation centered on aligning Guideline on the “Reservation scheme to promote participation of local providers in public procurement”, with ERB’s Structured Training Policy and the UIPE Graduate Training Programme, integrating professional supervision into public procurement contracts, and fostering collaboration to build national engineering capacity in line with Uganda’s Vision 2040 and NDP IV.
We talked about integrating the nomination of sub-contractors as part of the bidding process for the 30% of the value of works which is reserved for national providers.
A significant step toward supporting local contractors, young engineers and safeguarding the integrity of our infrastructure.

UIPE was ably represented at the 32nd IEK International Convention in Mombasa, Kenya by Eng. Diana Keesiga, Vice President – Public Relations, Practice & Ethics, and Regina Nanyonjo, UIPE Membership Manager.
This year’s convention brought together over 3,700 delegates from 15 countries, including senior government officials, industry leaders, development partners, and a vibrant cohort of Future Leaders (youth). The event highlighted key #engineering priorities, regional collaboration, and the evolving role of engineers in shaping Africa’s development.
UIPE received special appreciation for its participation, and we held productive discussions with IEK on strengthening collaboration for the benefit of engineers in Uganda — including joint programmes, knowledge exchange, and more opportunities for young and emerging engineers.
UIPE remains committed to deepening regional partnerships and championing initiatives that build capacity and expand opportunities for Ugandan engineers. We look forward to transforming the insights and connections from Mombasa into impactful collaborations.
