The Desert Locust Control Organisation for eastern Africa (DLCO-EA) is mandated to control and manage Migratory pests and vector in the member countries.

They will share experiences and gain skills in survey and control of migratory pests for enhanced early warning and early action. This will ensure faster detection, better coordination and more effective response at national and regional levels. I have visited and encouraged the team of @dlco_ea spray pilots undergoing refresher training at Nyaribo Airstrip in Nyeri County, Kenya. Recurrent training ensures safety and enhances efficiency in aerial control of migratory pests in the region. #FoodSecurity
Attended a 2-day @WorldBank high level Regional Workshop on strengthening transboundary pest preparedness in eastern Africa. The platform reflected on the lessons learnt from current interventions and made recommendations for future regional engagements.
A team of plant protection officers from various states in Sudan are attending a 5-day migratory pest management training organised by @dlco_ea and Plant Protection Directorate, Ministry of Agriculture and Irrigation, Republic of Sudan at Soakin, Port Sudan.
Emphasis is on Desert Locusts and Quelea birds, the two most devastating migratory pests in the country and the eastern African region at large. This will enhance the country's preparedness to migratory pests' detection and control for improved food security. #Foodsecurity #capacitybuilding
The @dlco_ea regional 5-day training on safe handling, use and disposal of pesticides and empty containers has started in Entebbe, Uganda. The training is supported by @FAOEastAfrica and 5 member countries are represented; 🇺🇬, 🇪🇹 🇸🇩 🇰🇪 and 🇹🇿.
Unfortunately, this is happening to most regional blocks and organisations, which makes execution of mandates an uphill task. While one is cognisant of the various economic challenges in the Member States, commitment and action is vital for the sustainability of such entities.
Yes. Again let me break it down.
As of today(February 18th, 2026) there is an outstanding balance of $89.37 million to the EAC secretariat.
Rwanda owes $5.2 Million
Burundi owes $22.7 million (their debt is 3 year old)
Uganda owes $1.1 million
South Sudan owes $21.8 million
Somalia owes $10.5 million (they are still onboarding
DRC owes $27 million (and it is the newest member)
Kenya and Tanzania have paid in full.
This money paid to EAC secretariat , is supposed to fund the EAC operations such as:
1. EAC secretariat staff: Staff at the Secretariat in Arusha haven't been paid in months.
2.The East African Court of Justice (EACJ) has had to postpone cases because they can't afford the travel and sitting allowances for judges
3. The East African Legislative Assembly (EALA) is struggling to hold sessions to pass regional trade laws.
4. The Inter-University Council of East Africa is owed $18.4 million, stalling regional research and student exchange programs.
Pretty much President Ruto calling an emergency meeting over these outstanding balances is understandable but one can wonder why did they rush to add Somalia and DRC into the bloc when the existing countries were struggling to keep it afloat????
