It's comical.

Robert Walpole, the de facto first Prime Minister of Great Britain, made heavy use of subsidies to help turn the country into a global industrial powerhouse.

For most of the 19th century, the US had the world's highest tariff rates on manufactured goods as a strategy to catch up with Britain.

In the second half of the 20th century, the liberal international order was, in practice, an attempt by Western nations to prevent developing countries from using industrial policy to catch up.
