اسسٹنٹ کمشنر کی جانب سے ڈی سی اسلام آباد کو جمع انکوائری رپورٹ میں انکشاف کیا گیا ہے کہ مذکورہ مینجمنٹ کمیٹی نے اسلام آباد ہائی کورٹ کے واضح حکم امتناع اور سی ڈی اے ضوابط کی دھجیاں اڑاتے ہوئے اقبال ایونیو اور شاہین لنک روڈ پر متعدد رہائشی پلاٹوں کو غیر قانونی طور پر تجارتی میں تبدیل کیا، جبکہ مسجد، پارکوں، گرین بیلٹ اور اسکول و اسپتال کے لیے مخصوص کروڑوں روپے مالیت کی سہولتی زمین کو یا تو رہائشی پلا��وں میں بدل کر فروخت کر دیا یا ��ے جی ایم کی منظوری کے بغیر کسی دوسری نجی سوسائٹی کو منتقل کر کے ارکان کے ساتھ سنگین دھوکا دہی کی۔
رپورٹ کے مطابق سابق کمیٹی نے انکوائری افسر کو گمراہ کرنے کے لیے پیچھے کی تاریخوں میں جعلی الاٹمنٹ و انخلاء خطوط جاری کیے، سرکاری ریکارڈ میں دانستہ ردوبدل کیا اور پی پی آر اے قوانین کی خلاف ورزی کرتے ہوئے قیمتی تجارتی پلاٹ بغیر نیلامی کے پسندیدہ افراد کو الاٹ کر کے سوسائٹی کے فنڈز اور سرکاری خزانے کو بھاری نقصان پہنچایا۔
مزید برآں، سابق انتظامیہ نے قدرتی نالے کی 50 فٹ چوڑائی کو غیر قانونی تجاوزات کے ذریعے محض 10 فٹ تک محدود کر کے ہزاروں رہائشیوں کو مستقبل میں شہری سیلاب کے جانی و مالی خطرے میں ڈال دیا اور سنیارٹی فہرست کو نظر انداز کر کے غیر قبضہ فائلوں کو غیر قانونی نمبر بندی کے ذریعے قبضہ پلاٹوں میں تبدیل کر کے کروڑوں روپے کے ناجائز مالی فوائد حاصل کیے۔
ڈپٹی کمشنر و رجسٹرار کوآپریٹو، آئی سی ٹی اسلام آباد نے اپنی سفارشات میں تمام غیر قانونی الاٹمنٹیں منسوخ کرنے، نالے اور عوامی مقامات سے تجاوزات فوری مسمار کرنے، سوسائٹی کے اکاؤنٹس کا جامع فارنزک آڈٹ کروانے اور بدعنوانی میں ملوث عملے سمیت تمام سابق عہدیداران سے ریکوری کر کے انہیں بلیک لسٹ کرنے کا مطالبہ کیا ہے۔
ادھر سوسائٹی کے ممبران، جن میں زیادہ تر سرکاری ملازمین، پنشنرز، بیوائیں اور دیگر طبقات سے تعلق رکھنے والے افراد شامل ہیں، اور کثیر تعداد میں متاثرین نے وزارت داخلہ، کمشنر اور حکومت سے مطالبہ کیا ہے کہ بدعنوان عناصر کے خلاف تادیبی کارروائی کا فوری آغاز کیا جائے۔ انہوں نے زور دیا کہ اس عمل میں رکاوٹ ڈالنے یا تاخیری حربے استعمال کرنے والے عناصر کا بھی بلاامتیاز محاسبہ کیا جائے تاکہ متاثرین کو بروقت انصاف فراہم ہو سکے

آج ہی کے دن، 8 دسمبر 1971 کو، ڈھاکہ ایئرپورٹ پر واپسی کی فلائٹ کے لئے بیٹھا تھا۔ ساتھیوں سے کہہ رہا تھا کہ اگلی دفعہ یہاں شاید ویزے پر ہی آ سکیں گے۔

جو کچھ دیکھ چکا تھا، وہ ناقابلِ یقین تھا۔ ہماری فوج اپنے ہی ہم وطنوں کا قتلِ عام کر رہی تھی، اور کوّوں اور گدھوں کے نوچے ہوئے لاشوں کے ڈھیر اپنی گناہ گار آنکھوں سے دیکھے تھے۔ ان کا لیڈر ہر تقریر میں پاکستان زندہ باد کے نعرے لگا رہا تھا، مگر شاید ہماری ریاست خود علیحدگی چاہتی تھی۔

ہم نے وہاں کی سب سے بڑی پارٹی پر پابندی لگا دی، گولی سے اُن کے لوگوں کو دبایا، مگر ٹھیک 8 دن بعد ہماری فوج کو سرنڈر کرنا پڑا۔

آج، اُس سے بھی بڑی جماعت پر پابندی اور اس سے بھی بڑے لیڈر، عمران خان پر پابندی کی بات سن کر پورے وثوق سے کہہ سکتا ہوں: ہم آج بھی وہیں کھڑے ہیں جہاں 1971 میں کھڑے تھے۔
