Repeating the word ‘Torchwood’ every other episode is hardly some incredible arc and I think such a lazy and transparent approach would probably be torn to shreds by fans nowadays

the doctor’s incarnation # has always been more of a marketing/branding thing than intrinsic to the incarnation itself imo. if the next showrunner tries to go for an unnumbered doctor the fans will still call them 16
