هل يجوز ضمن الاتفاقية العراقية الصينية التعاقد مع شركات صينية لانشاء الف مدرسة والشركات الصينية تحيل المدارس الى مقاولين عراقيين وبسعر ارخص وهي تحصل على فارق السعر دون عمل او جهد وهل يصعب على الحكومة العراقية التعاقد مباشرة مع المقاولين العراقيين دون وسيط صيني ؟؟!!
