When we cannot count the real victims, accountability collapses. Items are diverted. Some are sold in the market. People enrich themselves at the expense of a mother who has lost everything. That is not relief. That is betrayal.

Every year, the script is the same.
June comes. July comes. The rains fall hard, and within hours, whole communities are underwater. Then we count the dead.

“They shared items on the next street, but we were left out.”
We cannot keep managing disasters with sympathy, slogans, and sacks of rice. Our people deserve better.
*How long can we continue with this annual ritual?*
My concern is not only the floods. It is how we manage the millions of cedis spent on relief. On the radio, victims repeat the same complaint: “NADMO never came to our area. Our names were not taken.”
After the water recedes, NADMO arrives with rice, cooking oil, buckets, a few mattresses, and cash for burials. We call it “relief.” We take pictures. We make promises. Then we wait for next year.

The 48 Engineering Regiment, NADMO, the Ghana Police Service, the Fire Service, and other agencies rescue victims from flooded homes and submerged vehicles. Those who need medical care are sent to hospital. The rest are often left to fend for themselves.
We count the houses and shops that are gone. We count the families sleeping on wet floors, on school verandas, in churches, mosques, or with relatives who barely have space.
