@RandPaul …at a fraction of the cost; even if we were to include a Basic Allowance for Sustenance to entice the people to volunteer. There would likely still be some complications with the abuse of authority, but that would happen in any system.

The question is two fold.

1. Why does it take committing a crime to stop a crime.
2. Upon what legal-ground can stand when you exceed the authority granted?
