If you must increase VAT, exempt some items from vat like baby food, children’s books, etc. Widen the tax bracket, tax the rich more, with higher charges on cash transfers, financial transactions, etc. Introduce a health tax on cigarettes, fizzy drinks, alcohol & cigars.
