Articles 5–7 of the Palestinian National Charter include Palestinians in Jerusalem, the West Bank, Gaza, the Palestinians of 1948, and the diaspora within the Palestinian people.

Representation in the PLO and the right of return are inseparable from this definition. Palestinian refugees are not a separate category outside the Palestinian people. They are part of it.

The issue is not who is represented, but how that representation is exercised in practice.
