The stamped letter/email. ✉️
That's all it is, a stamped copy of a government customer service letter. 🤦♀️
It does NOT say Valko can never come back, and it doesn't even say the govt ordered his cancellation in the first place... they are merely reporting that they investigated the original sender's complaint and these were the findings, like an after action report.
Don't let people try to scare you with words that aren't there.
If you want more detailed analysis below, keep reading. If not, know that all is as usual and this isn't a thing to worry about.

The seal authenticates the words on the page. It does not add words that aren’t there.
And the words on the page are essentially the same ones I talked about in a previous post:
*The bureau received the complaint and took it seriously.
*Papergames formally met/interviewed with the relevant government department.
*Papergames was told to pay attention to player sentiment, follow applicable laws and regulations, fulfill social responsibility, strengthen content review, establish correct values, uphold cultural boundaries, etc.
*The response then recounts that Papergames subsequently issued announcements, apologized, canceled Ao Yin/Valko-related content and compensated affected players.
*The bureau says it will continue paying attention to Love and Deepspace and says further opinions/suggestions can still be submitted to Papergames.
What it DOESN'T say is the important part.
There is no visible statement equivalent to:
“Ao Yin is prohibited.”
“The character may not be released.”
“Papergames was ordered to cancel Ao Yin.”
“The cancellation must remain permanent.”
“Ao Yin may never return to the game.”
Those would be completely different assertions.
The distinction between these two sentences is enormous:
“We met with the company, reminded them of responsibilities, and afterward the company canceled the character.”
versus
“We ordered the company to cancel the character and prohibit its future release.”
The document says the first, not the second.
There's also a little logical leap happening in the attached OP's post:
Official government response ➡️ official seal ➡️ government permanently banned Valko.
The first two may be true.
The third is a completely separate proposition requiring evidence inside the response or in another regulatory order.
A stamp isn't a magical “and everything the recipient infers from this document is now legally binding” button. 🤦♀️😆
So... just smile at the stamped bureaucratic customer service letter they are trying to scare you with.
