IGAD: A Decisive Descion is Expected

Tomorrow, the IGAD grouping will address Ethiopia's aggression against the Somali Federal Government. Such aggression came in the form of an illegal MOU Addis Ababa signed with one of its six regions (Somaliland region of Somalia). So far many countries condemned Ethiopia's act of aggression. The harshest words came from the US. The National Secuiry advisor to Biden, Mr. John Kirby, said Abiy's action is a threat to US national interest. The AU also said it stands with Somalia and affirms its territorial integrity. Turkey's parlaiment passed a resolution to defend Somalia's watters in the Sea. Egypt is ready to help Somalia. The Arab League also vowed to stand by Somalia. Uncharacteristic of its interventionist policy, the United Arab Emerites (UAE) abandoned Abiy in his crazy journey to annex Somalia's waters.

Tomorrow in Kampala, Uganda, IGADA will deliberate on the matter of Addis vs Somalia. Addis Ababa, cognizant of its belligerence and bellicose attitude, refused to attend the meeting. However, Somalia, as the chief complaint with five member states will hopefully sanction Ethiopia in absentia. Short of sanction will send the wrong message for Abiy who is in need for someone e to contain him.

What to expect from IGAD? Let me underscore Ethiopia's action violated all principles of the grouping. From the mission to its vision, IGAD stands for peace, mutual respect of each member's sovereignty, and regional cooperation. What Abiy did against Somalia is in complete contravention of these ideals.

Africa has been lately hailed for its layered and structured process to address interregional issues at the local level. Once regional associations like IGAD or AU make their decisions on matters of inter and intra-state conflicts, global groupings like EU or UN stand with AU.

In the case of Ethiopian aggression against Somalia, the AU has already spoke on the matter and affirmed Somalia's soverienity and territorial integrity. A similar descion is expected from IGAD.

In the future, however, Somalia, Kenya, Eritrea, Sudan, and S. Sudan and Djibouti need to remain vigilant about Addis Ababa. PM Abiy has trumped some of the key principles Ethiopia has championed since 1963, when the Organization of African Unity (OAU) now AU was founded.

Nothing is wrong with Addis as a City, but everything is unsettling about PM Abiy. Addis Ababa cannot remain the seat of Africa Union when Abiy is a menace to that peace and unity Africa so desires.

In the last five years, tribulation and torment have characterized the political space of Ethiopians. PM Abiy is turning his venomous destruction to his neighbors and that is not consistent with the principles of the IGAD and AU. He made Ethiopia into a spoiler and a destabilizing force in the region. Someone must stop him.
