That’s an important distinction. Coordination exists; the debate is over whether it should be centralized into a single federal organization.

Wildfire suppression is primarily a provincial and territorial responsibility, with coordination through the Canadian Interagency Forest Fire Centre (CIFFC), which facilitates resource sharing among provinces, territories, Parks Canada and international partners

The nuance is that Canada does have federal emergency-management structures, including the Government Operations Centre within Public Safety Canada, which coordinates federal support during emergencies.

The "refusing to repay" is why I am against no guarantor.
Saw it years ago. Can pay, but refuse to pay is different from cannot afford to pay.
