At a minimum more than 1 person needs to be shot for a “mass” shooting however I don’t see 2 or 3 as “mass” either. Per my State’s law, a “riot” must have a minimum of 5 people involved so I’ll apply that here.

Criminals while usually not very smart aren’t dumb when it comes to their own safety. Most of them will stay away from targets likely to be armed and able to fight back.
