Congress passed a law ordering the State Department to spend $9.4 billion on global health and more than $5 billion on humanitarian aid, covering HIV treatment, tuberculosis, malaria, and nutrition for starving children.

Now ProPublica reports the administration is simply refusing to follow it.
By the end of March, of more than $9 billion Congress directed for global health, the administration had obligated just $190 million, which is 5% of the normal pace.
