As per Parliamentary report,this is high time, @NMMTA_Assn must advocate strongly & be a flag bearer for a uniform new curriculum for Medical MSc courses across India.

NMMTA extends its gratitude to the Parliamentary Committee on Health & Family Welfare for their supportive stance regarding teachers holding medical MSc/PhD qualifications.

We reiterate our plea to cease hostilities and persecution against teachers with these qualifications.

Aligning with the committee's report, our association advocates for the reinstatement of the MCI's TEQ guidelines concerning the appointment of "non-medical" teachers.

Our commitment remains steadfast in enhancing the standards of medical education within the CBME framework. All we request is an end to hostilities and equal opportunities for employment and advancement.

When @NMC_IND cannot comment or give relief as the MSR 2020 & 2023 is subjudice, I hope @NMC_IND has informed their Assessors to not to bother /harras Medical MSc/PhD faculties during UG & PG inspections.
@PMOIndia ,@MoHFW_INDIA must take cognizance of such cases, if it happens.

The most significant dishonesty exhibited by the NMC is when it lies through its teeth.

While assuring that the existing faculty won't be affected, it is relentlessly working to the detriment of MSc/PhD teachers by modifying guidelines and releasing disparaging FAQs.

The intent is clear, and the mischief is obvious!

Why can't existing teachers in Pharmacology and Microbiology apply for new jobs or higher posts in other colleges or in other states?

Why has the NMC blocked their rights to pursue better prospects or working conditions elsewhere?

This is the denial of a fundamental right.

NMMTA expresses its gratitude to the Ministry of Health and Family Welfare (@MoHFW_INDIA ) and the Honorable Minister @mansukhmandviya ji for addressing our concerns with the NMC.

However, we regret to highlight that the NMC has not been forthright with the minister and has bluffed to mislead him.

Please consider the following points:

1. The NMC has blatantly refused to adhere to a clear directive from the Health Ministry, constituting a direct violation of the NMC Act.

2. Edit: After submitting an affidavit in the Delhi High Court that is shall abide by the ministry's direction, NMC backtracked. This clearly indicates its biased and vindictive position.

3. The President of the UG board has been heard disparaging and undermining MSc/PhD teachers during online meetings with heads of medical institutions, which is indicative of a prejudiced mindset.

4. Numerous existing teachers are facing termination, demotion, denial of promotions, exclusion from roles, and are not being considered for re-appointment. They can't relocate or apply for new jobs anywhere. This is the ground reality. Existing teachers are indeed being affected.

5. Existing faculties are being denied examinership due to the discriminating CBME guidelines. Despite court orders and representations, the NMC has neither revised the FAQ nor issued a public notice on this matter.

6. Teachers with MSc/Ph.D. qualifications constitute a minute minority; the majority hold MBBS qualifications. Such feedback would naturally be against the competing MSc/Ph.D. teachers. Relying on feedback from such a skewed system is inherently biased, unscientific, and unethical.

7. Appeals filed in accordance with the NMC Act norms are not being addressed, constituting another violation of the NMC Act.

NMC's conduct towards non-MBBS teachers has been consistently dishonest, prejudiced, and vindictive. It spares no opportunity to belittle and harm this small community of educators.

Edit: The proposed phased reduction of 5% is meaningless. The recent percentage decrease implies that only one person can be appointed, rendering the reduction insignificant. We strongly urge the elimination of percentage-based criteria and advocate for the appointment of medical MSc/Ph.D. teachers whenever qualified medical teachers are unavailable. Let the medical education benefit from both the categories of teachers.

When the regulatory body itself practices academic apartheid as a policy, it emboldens non-clinical medicos to aggressively participate in it at their level.

Our petition has been languishing in the Delhi High Court since 2020, thanks to the dysfunctional judicial system.

The government is more concerned with petty politics than with implementing reforms. We would like to remind the government of its commitment to raj dharm and antyoday.

We can only ask our members to stay hopeful.

What is the pressing need for government, NMC and medical colleges to fill the non-clinical seats and create more non-clinical medicos?

Why the desperation?? This unnecessary desperation is harmful to those with parallel qualifications.

The NMMTA filed both its first and second appeals with the @NMC_IND and @MoHFW_INDIA, respectively, in response to the contentious provisions of the MSR 2020, as stipulated by the NMC Act.

In a positive gesture, the Ministry considered our appeal and provided interim relief by instructing the NMC to revert to the MCI's 1988 TEQ regulations until the matter is resolved by the Delhi High Court.

However, after submitting an affidavit in the High Court, in which the NMC promised to adhere to the Ministry's directives, the NMC astonishingly took a U-turn, disregarded the Ministry's order, and adopted a hostile posture.

This brazen disregard for established norms has undeniably undermined the government's credibility and authority. Regrettably, we are yet to witness any corrective or punitive actions on the part of the government.

A portion of our second appeal submitted to the MoHFW still remains unaddressed. The NMC consistently disregards our feedback, neglects our appeals, and refuses to redress our grievances. The Ministry, too, appears unresponsive.

In the face of numerous NMC Act violations, insubordination by the NMC, inactivity within the Ministry, and inexplicable delays within the judiciary, we find ourselves uncertain about where to seek redress.

Is praying to the Gods the sole avenue left for us to pursue?

As the union ministry serves as the ultimate protector and guardian of all stakeholders, we have a question directed at @MoHFW_INDIA to address:

If members of NMMTA, who are actively involved in teaching in Indian medical colleges, are persistently concerned about their well-being due to various forms of discrimination imposed by NMC and the fear of job loss, how can they effectively focus on their academics and research endeavors?

Who will protect us from the atrocities of the UG board of NMC?

1. One of the aims of @NMC_IND is to establish an effective grievance redressal mechanism. However, our experience with NMC has demonstrated that grievances often go unaddressed, rendering the redressal mechanism ineffective. This raises the question of whether NMC is truly adhering to the NMC Act or violating some of its provisions.

2. According to Section 58, NMC is expected to present every rule, regulation, and notification before both houses of Parliament. We suspect that NMC may not have fulfilled this requirement.

3. Section 45(2) stipulates that the decision of the Central Government regarding whether a matter is one of policy shall be final. NMC's failure to comply with explicit orders from the @MoHFW_INDIA government appears to be a violation of this provision.

4. Section 13(c) mandates that 50% of the Council members should constitute a quorum. We are uncertain whether the UG board meets this requirement with only two active members on its roster.

This message is intended for the benefit of all individuals who may lack information or harbor preconceived notions.

Medical MSc courses in non-clinical subjects are conducted within medical colleges, following the same curricula and syllabi as MD courses. They are led by the same professors and employ similar teaching methodologies and resources, while also meeting all the required standards. Graduates in these disciplines are fully capable of undertaking equivalent roles (except clinical practice) in the medical field.

We have observed instances where certain medical colleges exhibit bias against educators with medical MSc backgrounds. Unfortunately, when the apex body, the NMC (@NMC_IND), holds a prejudiced viewpoint, it can inadvertently encourage colleges and their faculties to follow suit.

The NMMTA staunchly condemns this discriminatory practice and appeals to all medical colleges to treat MSc/PhD educators fairly and equitably. We believe in fostering an environment where competence and qualifications are valued above all else.

In the Mahabharata, Ekalavya and Karna were discriminated against because they didn't belong to the royal lineage, despite being exemplary archers. The same mentality continues with the @NMC_IND, which considers faculties with medical MSc./Ph.D. qualifications as not belonging to the privileged class. Times have changed, but the casteist mentality still persists. Those discriminating always have justifications for their actions, but they never care how it feels to be at the receiving end. Shame on the NMC and its cohorts for practicing academic apartheid. When the qualifying marks to pass a university exam have been reduced to 40% what difference does it make whether the examiner holds MBBS/MD qualification or medical MSc/PhD? When upholding the quality of medical education is never a priority, rules discriminating the 'non-medical' teachers stand out as bogus and motivated. Pride and prejudice are the core philosophy of the undergraduate board in making policies. When will this end?
