Here's the case as its proponents make it, followed by the main challenges to it.

**The argument**

The core claim is numerical. White people make up roughly 82% of the population of England and Wales, and convictions track that closely: in the Ministry of Justice's ethnicity breakdown of sexual offence convictions, white defendants accounted for about 4,455 convictions against roughly 436 Asian, 442 Black, 95 Mixed and 112 Other around 80% of the total. So in raw terms, the typical convicted sex offender in this country is a white British man, and roughly in proportion to population share rather than over-represented.

Proponents extend this in three ways. First, the offence profile: most rape is committed by someone the victim knows partners, ex-partners, family members, acquaintances which means offending largely mirrors the demographics of the communities it happens within. Second, they argue the political focus on minority-perpetrated group offending distorts scale: the Crime Survey estimated around 898,000 people aged 16+ experienced sexual assault in a single year, against 209,079 sexual offences recorded by police — the overwhelming majority of offending never reaches the justice system at all, and is not gang-based. Third, they argue that framing it as an ethnic minority problem lets institutions avoid the harder question of why prosecution rates are so catastrophically low across the board.

**Where this is contested**

The most significant challenge comes from Baroness Casey's 2025 national audit, which addressed this exact framing directly. She described the claim that most child sexual abuse offenders are white as "at best misleading," and argued it should always matter when the white majority is not in the majority of victims or perpetrators of a crime. Examining data in Greater Manchester, West Yorkshire and South Yorkshire, she found suspects of group-based child sexual offences were disproportionately likely to be Asian men, with indications of disproportionality in serious case reviews too. She also argued that gaps in ethnicity data had been used to dismiss claims about Asian grooming gangs as sensationalised or untrue.

The underlying dispute is really about aggregation. "Most rapists are white" and "one specific offence type shows ethnic disproportionality" can both be true a national aggregate can conceal a concentration within a subcategory. Casey's position was essentially that the aggregate had been deployed to shut down scrutiny of the subcategory. It's also worth noting that ethnicity and nationality data collection for CSE suspects was found to be so poor that the Home Secretary wrote to chief constables calling it unacceptable — so both sides are arguing from incomplete data.

**Books.** The first word revealed in the Qur'an is *iqra* — "read." Baghdad had industrial paper mills by the 790s, centuries before Europe. Ibn al-Nadim's *Fihrist* (c. 987) is a catalogue of essentially every book then known in Arabic, complete with author biographies and notes on which works were lost. Cordoba's library held around 400,000 volumes when a good European monastic library held a few hundred. Al-Qarawiyyin in Fez, founded 859 by Fatima al-Fihri, is the oldest continuously operating degree-granting university on earth.

**History.** Not only did Muslims write it, they invented much of the apparatus for doing it critically. Hadith scholarship produced *isnad* (chain-of-transmission analysis) and *ilm al-rijal* — a biographical database of tens of thousands of transmitters, each graded for reliability, memory, and honesty. That is source criticism, several hundred years before Ranke. Al-Tabari's history runs to forty volumes in translation. Ibn Khaldun's *Muqaddimah* (1377) essentially founds historiography as a discipline — he spends the opening arguing that historians must test reports against what is materially and socially plausible, not just repeat them. Arnold Toynbee called it the greatest work of its kind ever created.

**Algebra.** From *al-jabr*, the title of al-Khwarizmi's ninth-century treatise. "Algorithm" is his name, Latinised. Also from Arabic: cipher and zero (*sifr*), alkali, alcohol, chemistry, admiral, average, nadir, zenith. Look up at night and you're reading an Arabic star chart Betelgeuse, Aldebaran, Vega, Rigel, Altair, Deneb.

**Coffee.** Yemeni Sufis, fifteenth century, brewing *qahwa* to stay awake for night prayer. It moved to Mecca, Cairo, then Istanbul, where the coffeehouse was invented as an institution — and Europe got both the drink and the format from Ottoman contact. *Qahwa* → *kahve* → *caffè* → coffee. Every flat white in London traces back to a Yemeni dhikr circle.

And Ibn al-Haytham, who built the controlled optical experiment and wrote that the seeker of truth must attack the writings of his predecessors from every side, himself included. Ibn Sina's *Canon*, still on European medical syllabi in the 1600s. Al-Zahrawi's surgical atlas, with the instruments drawn.

Whoever wrote that is welcome to their opinion. They just can't express it in a European language without renting the words.
