That is not a Fuel leak. Its the ECS(Environmental Control System) draining off the excess moisture formed when bleed air is rapidly cooled (to air condition the cockpit). The liquid which was dripping out was water, hence a bag was placed to collect that.

FSL experts, JKP personnel and the Tehsildar were analysing the explosives and ammonium nitrate recovered and stored at the Nowgam Police Station when an unstable explosive triggered a sudden blast.
