Of course it will, anything worth doing takes effort, and Albertan's don't shy away from work. As for the cost, two things:
1) We don't need every single thing on day 1.
2) Staying in Canada will be far more expensive in the long term.

Canada is in a recession and its key trading partner has no interest in trade negotiations in the future. Deficit and debt are out of control. Mexico is in a better position for growth.
