@DJSnM i’m interested in the practicality of this… Since the moon has a much more irregular gravity profile with MASCONs, would frozen orbits be the best compromise here? Less coverage and they are more elliptical.

I would assume frozen lunar orbits could be useful but would provide less coverage than a a LEO-based system.
