The Constitution does not require a Minister to possess even elementary knowledge of the portfolio that he or she is expected to administer.
If qualification is considered necessary for a clerk to maintain government records, why should there be no corresponding standard of competence for the person who controls the entire department?
When Ministers lack even basic understanding of their respective departments, policy decisions can become dependent almost entirely upon bureaucrats.
