In a democratic country like India, even the lowest-ranking government post—whether that of a peon, clerk or assistant—has a prescribed minimum educational qualification.
Ironically, when it comes to those who are entrusted with the most important responsibilities of the State—MLAs, MPs, Ministers and even Prime Minister—there is no minimum educational qualification prescribed by law.
A person may have no basic understanding of education, healthcare, economics, law or administration and yet can be appointed as the Minister responsible for an entire department affecting the lives of millions of citizens. The Constitution does not require a Minister to possess even elementary knowledge of the portfolio that he or she is expected to administer.
If qualification is considered necessary for a clerk to maintain government records, why should there be no corresponding standard of competence for the person who controls the entire department?
When Ministers lack even basic understanding of their respective departments, policy decisions can become dependent almost entirely upon bureaucrats.

This is quite a statement from The Times on Imran Khan..
