Rwanda🇷🇼–DRC🇨🇩–UNHCR Agree on Expanded Voluntary Refugee Repatriation Framework
At a high-level tripartite meeting in Addis Ababa, Rwanda, DRC, and UNHCR reaffirmed their joint commitment to accelerating the voluntary return of refugees, in what officials described as a key step toward regional stability.
Representing Rwanda, Major General (Rtd) Albert Murasira signed the joint communiqué outlining renewed cooperation on repatriation efforts. The discussions highlighted the scale of displacement on both sides: the DRC currently hosts 196,289 Rwandan refugees and asylum seekers; 75,421 of whom have undergone biometric registration, while Rwanda hosts 84,456 Congolese refugees.
All parties emphasized that voluntary return must remain safe, dignified, and informed, positioning it as a cornerstone of durable solutions and long-term peacebuilding.
Progress was noted in returns from the DRC to Rwanda, with 8,394 individuals repatriated since January 2025, including 2,347 in 2026 alone. Building on this momentum, stakeholders set a target of 10,000 voluntary returns for 2026.
However, the return of Congolese refugees from Rwanda has yet to begin. To address this, the DRC committed to identifying priority return areas starting in October 2026, guided by intention surveys and location data provided by Rwandan authorities.
