Le Pen has promised if she becomes the next President of France there will be a Referendum on immigration to PERMANENTLY stop the problem
Le Pen has long hinted at this but now her FOURTEEN ARTICLES are available for all to read.
If the people vote in favour they will become part of the French constitution meaning no future government could open the borders again without another binding referendum
The 14 Articles:
Title I – Control of immigration and the status of foreigners
Article 1: Gives the Republic full freedom to set conditions for foreigners’ entry and stay; allows limits or bans on family reunification; enables restrictions on access to jobs, benefits, and public services; strengthens rules on removal, bans on re-entry, and penalties for aiding illegal immigration. Laws can differentiate by nationality, length of stay, family situation, or resources.
Article 2: Restricts the right of asylum to conditions set by law; allows requiring asylum claims to be filed outside France; defines refugee/stateless status and duties of those granted it.
Article 3: Limits the Defender of Rights’ role regarding foreigners to the conditions set in the new articles on entry/stay and asylum.
Title II – Protection of French nationality and the identity of France
Article 4: Defines French nationality primarily by descent (at least one French parent); ends automatic jus soli (birthright citizenship); allows naturalization only on request, with strict assimilation conditions set by organic law; permits withdrawal of nationality for serious acts incompatible with being French.
Article 5: Reserves voting rights and eligibility to French nationals only (with limited EU exceptions already in the Constitution); restricts certain sovereignty-related functions to French nationals.
Article 6: Affirms that the only recognized community in France is the French people; no one can claim exemptions from common rules based on origin, culture, language, or beliefs; anti-discrimination policies cannot undermine French citizens’ rights.
Article 7: Adds explicit protections against discrimination based on sex, sexual orientation, and disability to Article 1 of the Constitution.
Article 8: Strengthens French as the language of teaching, work, exchanges, and public services; requires the Republic to safeguard France’s identity, historical/cultural/linguistic heritage, and landscapes; expands the President’s role in protecting this identity and heritage.
Title III – Primacy of the Constitution and national law
Article 9: Declares the Constitution the supreme norm of the French legal order; expands the Constitutional Council’s power to review international commitments, EU acts, and laws for conformity with the Constitution and national sovereignty principles; creates broader citizen referral mechanisms.
Article 10: Gives organic laws control over how treaties take effect in domestic law and their authority; limits the invocability of certain international human-rights provisions (notably from the 1946 Preamble) in constitutional review on migration-related matters.
Article 11: Eases parliamentary resolutions on denouncing international agreements or positions in international organizations on rights, free movement, or cultural heritage; increases parliamentary information and oversight of treaty negotiations in these areas.
Article 12: (Completes primacy rules; adjusts related institutional provisions on international commitments.)
Article 13: Provides for adaptations in overseas territories.
Article 14: States that the new constitutional provisions can themselves only be revised via Article 11 (referendum) or the standard parliamentary procedure of Article 89; includes transitional measures.
In closing, Le pen has made clear this does not mean she won't go even further with immigration reforms but what this would mean is no future government could roll back the law further than this
