So, you’re an aspiring film producer and spend your days dreaming of receiving that BAFTA. But who’s going to fund your big debut?

One major source of financial support for the UK’s indie cinema scene is the @BFI's National Lottery Film Fund. Dedicated in large part to developing the next generation of filmmakers early on in their careers, the Fund finances everything from production to distribution and audience development.

With over £170 million awarded to around 1000 different projects in the last decade, just how successful has the Fund been in helping Britain’s film sector flourish? We conducted an independent evaluation for the BFI to find out.

Our team combined qualitative and quantitative methods including interviews with key stakeholders, an online survey, and economic impact modelling to comprehensively assess the Film Fund’s effectiveness, costs and benefits over the period 2012-2022.

The results? The Film Fund was widely recognised as the backbone of UK film and television for its central contributions to the sector. Successes include:

🎬 £400m of direct gross value added for the UK economy and around 700 direct full-time equivalent jobs generated by the Fund – and that’s without counting the indirect cultural and industry benefits;

🎬 654 nominations and 204 awards earned by Fund-financed projects;

🎬 Increased gender and ethnic diversity in film and TV.

With quite the legacy behind it already, the BFI Film Fund’s future could be even brighter. Based on the best evidence, our report recommends:

🎬 Streamlining the application process;

🎬 Expanding non-financial support, including mentorship and editorial guidance, where applicants wish to receive this;

🎬 Extra support for groups that remain underrepresented, including disabled applicants and those from challenging socioeconomic backgrounds.

We’re pleased to be the team behind the first evaluation of the Film Fund since its inception, helping to maximise the impact of this key pillar of support for UK film and filmmakers.

We recently completed research into the wider benefits of UK independent film production, focusing on cases where this represents market failure. This work was commissioned by @PactUK, the UK screen sector trade body representing and supporting independent production and distribution companies.

Among our key findings was that small films in the UK launch a lot of new talent, whereas large-budget films tend not to.
