imo, this is not optimal for capital accumulation but it's more advantageous to the imperialists to encourage reversion to prime accumulation than to risk socialization of the means of production in these regions… so that's why repress state development & investment there

next financiers & imperialists come in, forcibly enclose the mines, (re)introduce capital intensive equipment/ infrastructure/ facilities, & subject the people to social immiseration
