So tama pala yung analyis ko kahapon na ang reason why Avelino v Cuenco, 1949 was so much relevant than issue of quorum is because of Former SP CAYETANO's DOING.
Functionally, Former SP Cayetano paralyzed the Senate.
And per the Integrated Bar of The Philippines:
"The Avelino doctrine emphasizes a practical approach: The Constitution should be interpreted in a way to allow the Senate to function, not be blocked by the absence of members"
So since Former SP Cayetano's insistence of being absent and not allocating a presiding officer made the Avelino case stronger and more relevant.
This error fundamentally just destroyed everyoneโs credibility. This is not just a clerical error. This is a material error that no one can ever commit if they are speaking truth, if the act really did happen. HAHAHAHAHAHA

When you prevent the Senate from functioning as mandated by the Constitution, you violate the Constitution.
When you refuse to convene the Senate for three consecutive days, you violate the Constitution.
Do not dare ask to be rescued by the very Constitution you violated.
