You can measure this by how much top players consistently struggle with a char more than others
@TNG_RK@KirbyTheBlue@ArmadaUGS It's not just "does the better player win more often" - say the better player usually wins 80% of matches against normal characters, but 60% of matches against chars with heavy rng (regardless of matchup) because of unpredictability
Heavy rng will basically cause more upsets
