Even professionals make mistakes, specially in high adrenaline environment where your partner is already bleeding to death or dead. Situation gets critical real fast. At that moment training on paper and in controlled environments become different from reality. It is sad that people died. Not the gunman though. No, innocents aren't supposed to run toward gunfire. Official protocol when police arrive: Stay calm, keep hands visible/empty/raised, follow commands immediately. Avoid quick movements toward officers (don't grab them or run straight at them). Evacuate in the direction officers are coming from, but don't stop them. This is because officers in a gunfight are hyper-focused on stopping the threat. They have seconds (or less) to decide. A person rushing toward them can look like the shooter or an accomplice, especially in chaos with poor visibility, movement, and adrenaline.
