Based on reports of Man City’s proposed appeal, its “irrefutable proof” (which the Commission refuted and called “concocted”) asserts that state-owned sponsors received state funding to help pay the sponsor contracts… and that this money was not paid by the owner company, ADUG.
If Man City could prove this (and the PL could not prove Man City and the sponsors were Related Parties) then this would absolve Man City of the most serious charges that resulted in PSR breaches.
The challenge they faced with this at the Commission is that they handed the PL originals of all the emails and other documents that could be found in the Football Leaks, which show in no uncertain terms that the money was paid by ADUG and that they are Related Parties.
Because there would have been no reason to lie in the emails, and there are so many, from so many senior people “in the know”… they become incredibly credible, reliable, cogent evidence.
As such, Man City presenting counter-factual evidence when they DID have a reason to lie was always going to be treated as concocted unless they could mitigate for the emails with an innocent explanation.
Their attempt to explain the emails as “false assumptions” was never going to be considered plausible given the reasons above.

Given that Manchester City's commercial revenue was inflated up to 2018, by an average of £80-90m per season, could that have also have applied in the seasons since then?
@aviv_lavi They have failed to provide requested financial information for the period 2019 -2023 and more recently for 2024 and 2025. This suggests they have something to hide.
On top of all this, the PL are still requesting documents from 2018 to 2025, they have been charged up to 2023 currently.
And City are STILL REFUSING to send documents to the PL, the next set of charges, Man City will be "repeat offenders"
And the punishment will be worse again, Man City could very well go bye bye from this.
Their explanation was that the Abu Dhabi Government provided financial assistance to Abu Dhabi companies sponsoring Man City “from time to time”.
That “from time to time” assistance accounted for 87% of City’s total commercial sponsorship income over 9 years 😭
This appeal that City are going to do, is somewhat useless.
Under the ruling, no new evidence can be presented, or, it's extremely hard to introduce new evidence. No witnesses are re-examined, it's just a review of the process followed and, the fact that the Prem used the term 'SHAM' 5 TIMES in their statement and how concise it was.
I believe, the independent commission and the Premier League have City bang to rights.
