Senator Alan Peter Cayetano said in a new Facebook livestream that it was President Ferdinand "Bongbong" Marcos, Jr. who blocked the plan to distribute P10,000 aid to qualified beneficiaries who were recovering from the pandemic.
"So noong 2021, going into 2022, sabi ko marami pang hindi nakaka-recover, so kaya ng ating budget magbigay. Pero pagkapanalo ni President Marcos, ayaw niya," Cayetano said on Friday, July 17, 2026.
"Pero every single year po tinatanong ko 'yun sa aming Chairman of Finance, 200 to 300, minsan 400 billion ang ayuda. So kaya. Kaya pong bigyan ng P10k," he added.
This, as Marcos announced on Thursday that the government has expanded the United Package for Livelihoods, Industry, Food, and Transport (UPLIFT) program, providing financial assistance to indigent Filipinos affected by rising fuel prices due to the Middle East conflict.
"Pero the past two days, sobra po 'yung mga — ganda ng amounts na ina-announce. So sabi sa akin, 'Sir, may P12k pa, so kaya pala 'yung P10k.' Bakit ngayon lang 2026? Alam na 'yung sagot. O ano 'yung sagot? Eh nanakawin muna 'yung daan-daang bilyon bago kayo bigyan, 'di ba?" Cayetano said.

Beijing’s primary state-run media organ, China Daily, has crossed a dangerous line by releasing a degrading 58-second AI animation that depicts the Philippines as a tattered, screeching monkey to mock a landmark legal ruling.
In this official propaganda video, the caricature of the Philippines is shown screaming on a wobbly stage before being thrown into stormy seas, while a massive whale surfaces to label the 2016 South China Sea arbitration ruling as "ocean garbage".
Why does a global superpower still need to resort to offensive animal caricatures to handle diplomatic disputes?
The racist depiction by China Daily, a Chinese state-controlled media outlet, of Filipinos as monkeys at the mercy of the United States and Japan simply shows that China’s arrogance knows no bounds. It further reveals how little they think of us and how highly they think of themselves. This is another act that reflects the mindset of an entitled bully.
On the other hand, it also shows China’s continued insecurity and frustration because our country refuses to yield in upholding our sovereign rights over the West Philippine Sea. Unlike during the previous administration, we do not kowtow to their caprices.
They can spread propaganda, create AI-generated videos, disseminate lies, and invent imaginary lines all they want, but they cannot erase the fact that the WPS is ours under our Constitution and international law.
Sa ginagawa nilang panggigipit, pagbabanta at mga kasinungalingan, sila ang mas nagiging kahiya-hiya at katawa-tawa sa mata ng buong mundo.
