The way to solve the problem:
1-New Leadership from Governor Down
2-New Parole/Pardon Board
3-Change sentencing Guidelines
4-Free folks who have served decades in prison
5- Change the way Technical parole violations are handled
Here is how much people in 43 states are forced to pay to send ONE electronic message to an incarcerated loved one. (Typically, there is a character limit, and one message isn't enough.)
In the 14 states that have banned physical mail, it's virtually the only option.
97% of parole-eligible people have been denied this month. The argument that this protects the public falls apart when the prison system already found 74 in this group no risk to themselves or others & sends them outside the fence to work unsupervised.

Prisoners’ Legal Services of Massachusetts Executive Director Elizabeth Matos said in a statement to the Herald, “Devoting resources to scanning mail while insufficiently addressing the underlying causes of substance use is a misuse of resources.”
