I have posted on my blog several IRCC Standard Operating Procedures used at the Canadian visa office in New Delhi, current to April 12, 2022.
Amongst other things, the documents show that there is a requirement at the Canadian visa office in New Delhi that caregivers, truckdrivers and regulated manual professions (including carpenters, plumbers and electricians) have "IELTS around 5."

PGWP Extension !
We are extending the ability to work for PGWP holders, including those whose work permits have recently expired.
As of April 6, if your PGWP is valid or has recently expired you can apply to extend your ability to work in Canada by up to 18 months.

Foreign nationals who are in Canada as visitors and who receive a valid job offer will continue to be able to apply for, and receive, a work permit without having to leave the country until February 28th, 2025.
