Mpho Mafole, the Ekurhuleni chief auditor, submitted a damning report on 26 June 2025 exposing unfair bid evaluations in a R1.8-billion toilet tenderβwarning of irregular expenditure and legal challenges. With private admissions damning him and a clean public report shielding corrupt officials, Rakgwale is not merely an incompetent bureaucratβhe is complicit in a cover-up that followed a whistleblower's death, and must face arrest for his role in this conspiracy.
