Rapping doesn't necessarily has to be on hiphop beats, it could be on any traditional beat including Azonto, Afrobeats, Jazz, Pop, highlife, etc
Saying someone isn't rapping because the beat is Azonto is like saying someone is not an accountant because he doesn't work in a corporate bank but rather manages the finances of a night club.
On songs like "Obuu Mo" or "Kaalu" by E.L, he delivers verses with rhymes, cadence and wordplays which qualifies it as rapping.
