My pet peeve is when ppl read a story where romance is not the main genre, make romance their focal point while ignoring everything else about the story, and then complain the relationship doesn’t progress like how you imagined it.

No, what you're describing is what a small group wants. The target audience (especially the Japanese) was happy with the romance. In the "best moments" poll, romantic moments came out on top.
People keep complaining about how they want more stories where the romance is the subplot & the lack of non-romance-focused series in female-targeted media but when they deliver exactly that, people get mad at the story for not having enough romance like they wanted.
Yona having tea with Suwon and strolling with Mei and Val is surely an example of a good ruler. And then there's kissing her boyfriend in an alley because she can't have a normal date . Just because you're used to your BL doesn't mean it's any kind of standard.
If that’s what you want, just read a fucking rofan manhwa because every single one of them that ends with the MC becoming a king has a timeskip for a wedding & to show how much of a good & benevolent ruler they are instead of the struggles they’ve had to get to where they are.
Well that’s your opinion, I actually like seeing the updates on how the characters are doing, seeing them reuniting & how Yona is still struggling with her new role but governing a country is a joint effort.

The marriage thing has been hinted at since chapter 1. Hak proposed in the later chapters (he even won the poll for best moments). Now it's just a loose end. And the Gaiden was a disaster. You can fool yourselves into thinking it was good.
