Indian Constitution provisions assume neturality .fromSpeakers of any house of parl or assemb, they belong to a party and how can we expect neutrality from them. There should be Indian Governor and Speaker Service (like IAS) No Gov control -Courts appoint and can dismiss them

It is not that States dont want Governors -Dravidian parties fought on wrong parlance - Rather the emphasise should be that Governors should be of proven integrity and neutrality- Person with previous party affiliation/public sympathising be ruled out in Constitution

Some Indian Constitution provisions assume neturality when takes oath as "they will be neutral" - There is problem here - A governor could have active worker in a party and can be appointed in a State - and How can he suddenly become neutral. TN is example now
