I think we start calling them "silos" in a pejorative sense when the way the groups are organized complicates the mission rather than endless it.

@tbaxter@dan_munz I'm all for dumb, petty regional rivalries rather than the horrific right wing attack on everyone they hate and don't identify with. If Gottenheimer can snag a few votes from the right through this silly, transparent gimmick, good for him.
