Whilst the EEIG welcomes the Government’s funding commitments in today’s announcement, more information is urgently needed on how the Warm Homes Plan will genuinely cut home heating bills for the long-term and avoid leaving fuel poor and low-income households facing persistently high heating costs.
With the £5 billion allocated for retrofitting the properties of low-income households representing a cut compared to funding in the last parliament and, if Warm Homes Plan policies do not proactively join up the delivery of insulation and heat pumps, we may see many more households slipping into fuel poverty.
With the cost-of-living crisis front and centre, the Warm Homes Plan needs to break the cycle of short-term fixes and the Government needs to support a “performance-led” approach to home retrofit which protects the most vulnerable households, jointly cutting home heating demand and delivering clean heating, and with the security of routinely verifying the performance of both - lowering home heating bills and lowering carbon emissions.
This consumer-centric, outcomes-focused approach to home retrofit rather than a focus on simple targets, pushing out specific tech and measures, will be the key to tackling this crisis.
Consumers and the retrofit sector – which is already suffering significant job and skills losses (around 7,000 redundancies over the last three months, with a total of 70,000 expected by the end of 2026) due to the scrapping of the Government’s flagship fuel poverty policy, ECO – needs certainty and security now if any meaningful progress on tacking fuel poverty and driving down home heating bills is going to be made in this parliament.
The EEIG is calling for the Government to grasp this opportunity and engage the energy efficiency end-to-end supply chain so we can work with Ministers to ensure the
Government’s fuel poverty and cost of living agenda delivers for those who need it most.

As a consumer & energy efficiency advocate, refused a heat pump by my energy provider as my home is cold and leaky, I would like the reassurance that any measures or tech I do have installed work in reality and “do what they say on the tin”

**26,390 job losses**
A new survey by @eeiguk member @the_iaa_uk reveals the scale of job losses due to result from the Government’s abolition of the Energy Company Obligation (ECO)
The research shows that at least 26,390 jobs could be lost over the next six months, with up to 60,000 roles impacted across the supply chain.
With the details of the forthcoming Warm Homes Plan still not confirmed, this is set to be the first government in thirty years not to have a fuel poverty scheme, a significant blow for the 6.1 million households living in fuel poverty.

The EEIG acknowledges the serious failings exposed in the National Audit Office’s report on energy efficiency installations under the Energy Company Obligation (ECO), the Government’s flagship fuel poverty scheme.
As the report’s statistics - from other Government retrofit schemes - make clear, the issue lies not with the insulation measures themselves, but with systemic problems in retrofit scheme design, implementation and delivery.
EEIG Chair, Sarah Kostense-Winterton, commented: “Looking ahead, we must ensure these deep-rooted weaknesses in expertise and delivery culture do not lead to similar failures in future programmes. For households in fuel poverty or those 'just about managing', properly installed, high quality insulation is the cornerstone of affordable warmth.
We urge the new Consumer Energy Minister, Martin McCluskey MP, to build on the progress of his predecessor by working with us, as the industry, to tackle quality assurance and endemic flaws in scheme design and implementation - once and for all.
A clear starting point would be securing a performance-led, fabric-focused approach with the long-awaited rollout of Pay for Performance under ECO - an approach which should be embedded at the heart of the Government’s forthcoming Warm Homes Plan.”
