@MartinSLewis I worked on this in DfE in the 90s - the purpose of the 50% target was to widen opportunity (a good thing), setting a universal target was wrong. Hefty fees and loans mean HE is now largely market-driven, on that basis if 50% access HE that makes 50% about right.
