If we’re serious about bridging this deficit without penalizing citizens or businesses, we need to face a basic reality:
Private capital has to be part of the solution, and private capital only participates when there is a clear, de-risked revenue model.
Right now, that model barely exists in most Canadian infrastructure categories. That’s not a funding problem—it’s a structuring problem.
So the question becomes:
How do we bring private sector financing into national infrastructure without pushing tolls and taxes onto users?
The answer is already being deployed in other regions:
Unlock non-toll revenue streams.
There are two straightforward categories that work:
1. Data Monetization (Privacy-Compliant by Design)
Mobility patterns, congestion, environmental data, and commercial activity have real enterprise value when properly anonymized. Logistics operators, insurers, mapping platforms, and ESG groups already pay for this data elsewhere.
2. Digital Out-of-Home (DOOH) Media & Marketing
Smart right-of-way advertising, transit media, and connected signage create reliable recurring revenue without charging citizens for using the road.
This is how you close the gap without pushing users into the red:
The public gets infrastructure delivered
The users avoid new tolls and fees
The private sector gets rational revenue pathways
The government shifts from payer to platform
From where I sit, Canada has the talent, capital, and institutional confidence to execute this.
What’s missing isn’t money or intent—it’s a modern framework that makes private participation economically logical.
