Cardinal Tagle's elevation to Dean of the College of Cardinals has suddenly acquired a significance that few could have anticipated a week ago. On 8 October, the cardinal bishops elected the 69-year-old Filipino cardinal to succeed Cardinal Giovanni Battista Re, with Pope Leo XIV approving their choice. Five days later, Pope Leo underwent surgery for lung cancer, and today Cardinal Tagle will preside over the Mass marking the tenth anniversary of Amoris Laetitia in the Pope's absence. We should begin with the most important point: the Holy Father's operation was successful, he has regained consciousness, and we pray that he makes a complete recovery. There is no reason to assume that his present illness will prevent him from continuing his pontificate. Nevertheless, these events raise some fascinating questions about the government of the Church, the role of the College of Cardinals and the arrangements for a pope who becomes seriously incapacitated. Cardinal Tagle has not been appointed to govern the Church in Pope Leo's absence. The Dean of the College of Cardinals is not a papal deputy, and his office confers no authority to exercise the Pope's supreme jurisdiction. Indeed, Canon 352 explicitly describes the Dean as primus inter pares, first among equals, without governing authority over his fellow cardinals. But the Dean has a particularly important role when the Apostolic See becomes vacant. He helps coordinate the College of Cardinals during the period preceding a conclave and, provided he remains eligible, presides over the election itself. That makes Tagle's election especially interesting. He was chosen by the cardinal bishops rather than simply selected by the Pope. This tells us that he commands sufficient confidence among that senior group to have secured their support. It does not establish that he is the preferred candidate of the wider College, but neither is it an insignificant indication of his standing. Tagle was already among the most recognisable figures in the universal Church. His election as Dean now places him at the centre of the institution responsible for managing a future papal transition. And this brings us to a much more difficult question. What happens if a pope is alive but permanently incapable of exercising his office? Canon law provides for the death or free resignation of a Roman Pontiff. It also acknowledges, in Canon 335, the possibility that the Roman See might become entirely impeded. What it does not provide is a clear, comprehensive procedure for determining that a pope has become permanently incapacitated, or for resolving the resulting difficulties of governance. The distinction matters enormously. The Pope's authority is not a collection of administrative powers that can simply be transferred to the Dean of the College of Cardinals, the Secretary of State or the camerlengo. It belongs to the office of the Successor of Peter. Officials can continue exercising the authority properly entrusted to them, but they cannot simply assume the Pope's unique jurisdiction. This is not an argument that the Church is presently facing such a crisis. Pope Leo is recovering, and the ordinary machinery of the Holy See continues to function. It is, however, a reminder that the Church has never entirely resolved a problem that modern medicine makes increasingly conceivable: a pope who remains alive for years but is unable to govern or freely communicate a resignation. Cardinal Tagle's election does not answer that question. What it does is draw our attention to the importance of the College of Cardinals, the distinction between personal prominence and juridical authority, and the need for clarity about the Church's government in exceptional circumstances. There is also a spiritual dimension to all this. The papacy is not a monarchy in the merely political sense, and the Church is not sustained by the personal strength of whichever man happens to occupy the Chair of Peter. Christ remains the head of His Church. The Pope exercises a ministry entrusted to him for the unity and salvation of souls. Praying for Pope Leo's recovery and asking serious questions about the Church's constitutional arrangements are not competing obligations. Both arise from a concern for the good of the Church. And perhaps Cardinal Tagle's unexpected prominence this week gives us an opportunity to consider those questions without turning them into speculation about the Pope's future.
