In Zimbabwe, President Emmerson Mnangagwa’s dream of securing an extra two years in office, taking his presidency to 2030, is now just one signature away from becoming reality.
The Parliament of Zimbabwe has voted in favour of Constitutional Amendment Bill No. 3, which, among other sweeping changes, extends the presidential term from five years to seven years and removes the direct election of a President in the event of a vacancy, transferring that power to Parliament. The Bill also paves the way for President Mnangagwa’s term to be extended to 2030.
This effectively seals the political fate of Vice President General Constantino Chiwenga, whose path to succeeding Mnangagwa is expected to be blocked once the Bill is signed into law.
The journey to this moment began with Constitutional Amendment Bill No. 2 in 2021, when President Mnangagwa removed the running mate clause. That clause had guaranteed that a Vice President would automatically assume office if the President died, resigned or became incapacitated. Its removal placed succession firmly under the President’s control.
Constitutional Amendment Bill No. 3 completes that process. It further consolidates President Mnangagwa’s influence over succession by ensuring that Parliament, rather than the electorate, determines who becomes President if a vacancy arises, significantly reducing any constitutional pathway for the Vice President to automatically succeed.
The only thing that now stands between President Mnangagwa and the full implementation of these constitutional changes is his signature. Barring an unforeseen military intervention or a popular uprising, both of which currently appear highly unlikely, the Bill is set to become law. The only realistic internal obstacle would be if Vice President Chiwenga were somehow able to mobilise sufficient support within the military to prevent its implementation.
According to Zimbabwe’s Constitution, this Bill requires approval through a national referendum. However, the Minister of Justice, who is a close ally of President Emmerson Mnangagwa, together with the Attorney General, maintains that no referendum is required and that Parliament alone has the authority to pass these constitutional changes.
Opponents of Constitutional Amendment Bill No. 3 strongly disagree and argue that several of its provisions can only be lawfully enacted after the people of Zimbabwe have approved them in a referendum.
When the matter was previously brought before the courts, the judges declined to rule on its merits, holding that the parliamentary process had first to be completed before the courts could entertain a constitutional challenge. Now that Parliament has passed the Bill and it is awaiting President Mnangagwa’s signature, the legal battle is expected to resume.
The courts will once again become the principal arena in which opponents seek to stop Constitutional Amendment Bill No. 3 from becoming law. Whether the judiciary agrees that a referendum is constitutionally required will now be one of the most significant legal and political questions facing Zimbabwe.
Below are the names of the Members of Parliament who voted on the Bill. The names that have been crossed out are those who voted against Constitutional Amendment Bill No. 3.
The two names at the bottom, Gladys Hlatshwayo and Caston Matewu, are not crossed out because they served as the opposition’s tellers during the vote. However, they also voted against the Bill.
WATCH | I witnessed a shocking and deeply concerning incident on the road yesterday. This kombi appeared to be carrying around 32 schoolchildren, which is far beyond a safe passenger capacity. The front seat alone seemed to have four passengers squeezed into it.
I am not sure which school the children were coming from, but the vehicle was travelling from Harare CBD towards Ruwa. The kombi had a yellow number plate (Registration Number: AGN 8817) and was not even branded as a school transport vehicle, yet it was carrying a large number of children while clearly overloaded.
This is especially worrying at a time when the nation is still mourning the tragic loss of children in the recent Gweru bus fire. The condition of the vehicle also appeared questionable, with the tyres looking worn and potentially unsafe.
Please share this so that the relevant authorities, parents, or the police can investigate and take appropriate action before a tragedy occurs. It seems the driver may be avoiding peak police patrol times by operating early in the morning and later in the evening.
As a parent and concerned citizen, I am heartbroken to see children being transported in such dangerous conditions.

A brave man is reporting that elites have already started trafficking children from Venezuela after a massive earthquake that took place.
