The brutal and senseless killing of American marine scientist Dr. Kent Carpenter must not go unpunished. As we pray and mourn with the family, loved ones, and friends of Dr. Carpenter, we call for a swift and thorough investigation into his tragic death.

Dr. Carpenter’s death is a huge loss to the scientific community. His decades of work in the Philippines have contributed significantly to the protection of our country’s marine ecosystems, including his research that led to the recognition of the Verde Island Passage (VIP) as the "center of the center of marine shore fish biodiversity”. This breakthrough study has been vital to conservation and rehabilitation efforts in the VIP which is not only home to thousands of fish and coral species but also a source of food and livelihood for millions of our countrymen.

It is in this regard that we filed House Bill No. 8882 to strengthen the protection and sustainable management of the VIP by declaring it a Protected Seascape under the National Integrated Protected Areas System (NIPAS).

We are likewise grateful for Dr. Carpenter’s support for our cause of protecting what is ours, particularly when he served as a witness in the Philippines’ arbitral case against China over the West Philippine Sea, which resulted in a historic victory at the Permanent Court of Arbitration in The Hague.

Nakababahala rin ang patuloy na naitatalang mga karumal-dumal na pamamaslang sa Negros at sa iba pang panig ng bansa. This must stop. Justice must be served for Dr. Carpenter and all victims of killings, and all those behind this heinous crime be held accountable.

I refuse to support a law that effectively institutionalizes political dynasties!

I vote NO to House Bill No. 8389 or the “Anti-Political Dynasty Act.”

HB 8389 is not a true or genuine anti-dynasty law, but rather a dynasty legitimization act.

First: The bill has no succession ban. A governor can be succeeded by a spouse, who can be succeeded by a child, who can be succeeded by a sibling – indefinitely, legally, under this bill. 

Second: The bill permits a governor, a mayor, and a Representative from the same family governing the same province simultaneously, as it only prohibits relatives from holding office within the same level of government, not within the same territory. 

Third: The bill permits multiple congressional districts controlled by one family within the same province. Three adjacent districts, three relatives, all voting for the same party line: legal. Exactly as it operates today. Nothing changes.

Fourth: The bill neither covers party-list representatives as protected positions nor references incumbents. Therefore, a senator's son or daughter can be nominated and serve as a party-list representative – perfectly legal under this bill

Fifth: The bill limits the prohibition to relatives within the second degree of consanguinity or affinity, covering spouses, parents, children, and siblings. However, this second-degree prohibition excludes broader kinship networks, such as grandparents, first cousins, uncles, aunts, nieces, and nephews, through which dynastic power is often exercised. Limiting the prohibition to only the second degree narrows the reach of the law and allows extended family networks, which remain close-knit in Philippine culture, to continue operating within the same political sphere.

Sixth: The bill does not address, hence, permits substitution, caretaker designation, and every indirect route to office. The prohibition under this bill covers only direct candidacy, not the back doors.

The Filipino people have been waiting for this law since 1987. Tatlumpu't siyam na taon. 

We can do better than this. We can pass a law worthy of the wait. A law the framers of the 1987 Constitution would recognize as the fulfillment of their mandate, not a betrayal of it.

I vote NO to HB 8389, not because I oppose anti-dynasty legislation. I vote NO precisely because I support it. I refuse to support a law that effectively institutionalizes political dynasties.

The Filipino people deserve better. The Constitution demands better. We can do better.

Makatarungang reporma sa pagbubuwis, isabatas! ✊

In our current taxation system, many consumption taxes burden the majority of the population and heavily impact the poor and the middle class.

Government interventions are necessary to address the widening inequality brought about by massive economic disruptions and systemic failures.

Through our House Bill No. 9274, we seek to impose an annual ultra-wealth tax on billionaires or the ultra-rich. Ang malilikom na pondo mula rito, eksklusibong ilalaan sa serbisyong pangkalusugan, pangkabuhayan, edukasyon, pabahay at suporta sa LGU.

Batid din natin na ang middle class, tuloy-tuloy man sa pagbabayad ng buwis, hindi naman kadalasang nakatatanggap ng ayuda sa panahon ng krisis o mga di-inaasahang pangyayari.

That is why we are also pushing for the passage of HB 9172 to ease the burden on low- and lower-middle-income earners by increasing the income tax exemption ceiling for individual taxpayers from P250,000 to P480,000 annually. 

Tuloy ang laban natin para sa makatarungan at inklusibong pagbubuwis at sa pagtiyak na ginagamit ang pondo ng bayan sa mga serbisyong may tunay na pakinabang sa mga Pilipino.
