PGH Oncology Machine vs. the 125M OVP Confidential Funds
In an attempt to defend the spending of 125 million OVP confidential funds, a doctor compared it to Php 230,000,000.00 PGH investment.
She didn’t know that the comparison is more incriminating to the Vice President. Here’s why:
1. She attached a BAC (Bids and Awards Committee) Announcement. What does that mean? Suppliers were invited to bid.
During the bidding a long list of documents are required for transparency including gov’t permits of the supplier, bank details, quotations amongst other things.
The BAC then will have a meeting and will choose the winning bidder. Transparency documents like notice of
award, contracts, terms of agreement etc.
That by itself will take weeks if not months.
2. Procurement as such went through congressional approval. What does mean?
That during it was proposed and approved during the budget deliberation. There’s a line item for that in the General Appropriations Act.
3. Even payments of items as such are not one-time-bigtime as the doctor would want us to believe.
In every government contract, the TOR specifies trigger for payments. Perhaps maybe a certain percentage will be after installation, ___% after training of the staff how to use it, ___% after submitting reviews. So on and so forth.
This by itself can last for months or even a year.

Although imperfect, the procurement law is here to protect the public’s interest. If there’s BAC advisory… it means it went through process.
