Situation
Credible reports indicate a rapidly deteriorating situation around Minembwe and other Banyamulenge-populated areas of South Kivu. Preparations for a broader campaign of genocidal violence against Banyamulenge civilians may already be underway.
Over the past several days, multiple villages have come under coordinated attacks involving artillery and kamikaze/one-way attack drones. Reported locations include Mukoko, Nyaruhinga, Gipimo, Nzahaha, Rugezi, Nyagishasha, Timbyangoma, Biziba and surrounding areas.
Civilian areas have been struck. A child was injured in a drone attack. Families have been forced to flee. These reports require urgent, independent verification.
Risks
Newly acquired and increasingly sophisticated weapons,including high-precision drones, raise particular alarm. These capabilities can be used to target Banyamulenge-populated areas and destroy civilian infrastructure: homes, schools, health facilities and other essential services.
Minembwe and surrounding communities are becoming increasingly isolated. A renewed blockade is restricting movement and access to food, medicine and other essential supplies. Such restrictions raise serious concerns under international humanitarian law and must not result in collective punishment or the denial of humanitarian assistance.
The combination of attacks, displacement, advanced weaponry and restricted humanitarian access constitutes a grave early-warning indicator of potential mass atrocities.
Immediate Actions Required
• To FARDC @FARDC_Info and Burundian forces: @fdnbbi FDLR Stop all attacks affecting civilians. Respect every ceasefire commitment fully and immediately.
• To the United States, Qatar and all peace and ceasefire facilitators: Take urgent diplomatic action. Establish effective verification mechanisms and prioritize civilian protection.

🔴 ALLEGED PLAN TO ATTACK RWANDA THROUGH BURUNDI: CLAIMS OF COOPERATION BETWEEN TSHISEKEDI, BURUNDI, AND TANZANIA
Reports circulating online claim that President Félix Tshisekedi may be planning to launch an attack against Rwanda using Burundian territory, in cooperation with the armed forces of Burundi and Tanzania.
According to these reports, there is a plan to use the Luvungi area, where two helicopters would allegedly be positioned to support the delivery of military drones to attacking forces through the Rurambo area.
The reports further claim that a military command meeting held in Bujumbura planned to position FDLR fighters on the front line.
🔴 TSHISEKEDI AND THE ALLEGED « PLAN B »
It is alleged that, following disappointment with his security services, which had promised him a swift reconquest of Goma, President Tshisekedi may have decided to implement what has been described as « Plan B », aimed at increasing military pressure on Rwanda.
Those spreading these reports claim that Tshisekedi, frustrated by the developments on the battlefield and by misleading reports announcing the recapture of Goma, may be seeking to launch an attack directly toward Kigali.
🔴 REGIONAL SECURITY AT RISK
If these allegations are substantiated, they would represent a serious threat to security in the Great Lakes region. Using another country's territory to prepare an attack against Rwanda could have consequences for civilians and relations between neighboring countries.
The priority is to verify such allegations through reliable information and concrete evidence, enabling citizens and international partners to understand what may actually be taking place.
Lasting peace in the region requires dialogue, respect for national sovereignty, and avoiding actions that could trigger a wider war.
🔴 Burundi What are these things in a country that has only 8 months left before it goes to presidential elections?
Fuel has disappeared.
There is no electricity.
Water is a serious problem.
In hospitals, there is no medicine.
Fertilizer: citizens have spent years paying for fertilizer but have not received it.
Teachers who started working in the last school year have now started the new school year without ever being paid.
New doctors are in the same situation.
Soldiers: the money they earned in Somalia since around 2022 has not been paid to them. Those fighting in the DRC discovered that they were being robbed of 7 million per month, and they too continue to go unpaid for several months.
In prisons, hunger is almost killing prisoners.
Burundi's senior military officers are being arrested and taken to prison in Kinshasa with extraordinary humiliation, while those leading the country and the army remain silent.
Burundians are being treated very badly at the borders of Kenya and Tanzania, and even in Tanzania itself, and they have no one to come to their rescue.
Zambia and Tanzania: the prisons are full of Burundians accused of not having documents. They are imprisoned like animals, while the government does not care.
The wave of people being kidnapped and disappearing has become very large again.

In many sectors of the government, there are complaints and despair. Whether ordinary citizens, members of the opposition, or members of CNDD-FDD, there is one statement they all agree on these days:
"The country has reached a very bad situation; truly, Neva has failed."
Meanwhile, the president's family is living by wasting the country's wealth: very expensive trips all the time, billions being spent on things that have no value and generate nothing, without anyone knowing what has been accomplished.
🔴 The response of Ndayishimiye's government: dividing Burundians!
The only response the government has chosen is to increase teachings of hatred between ethnic groups. Radio stations teach division, social media platforms spread hatred, and these are the things that have become widespread at this time, and are allegedly being financed by the intelligence services.
Where exactly is Burundi heading?
The President of the Senate, Gervais Ndirakobuca, himself recently stated that if things continue like this, the dreams of the future that Burundians may have should be forgotten.
This is the first time we have seen Burundi in such a state as it prepares to enter presidential elections. Yet Ndayishimiye knows that these are not elections, that there is no competition.
Tshisekedi FDLR
Bought and took control of the entire Belgium, forcing it to create insecurity for Congolese opponents on the territory of the Kingdom of Belgium.

What Fortuné Gaetan Zongo, @RS_Burundi, the United Nations Special Rapporteur on the human rights situation in Burundi, highlighted in his report should not be dismissed as rumors or baseless lies, nor should you attack him for telling the truth. The human rights situation in Burundi is serious and requires people to look at it honestly, without political bias.
In Burundi, there are serious allegations that the Imbonerakure are being used to intimidate, beat, imprison, and kill people suspected of opposing the CNDD-FDD leadership. Opposition members, as well as people suspected of being Tutsi, may face violence and discrimination.
These actions remind us of the way the Interahamwe militia was used to prepare for and carry out the Genocide against the Tutsi in Rwanda.
Another serious issue is the role that the Imbonerakure may be playing in security operations, while the responsibility for protecting citizens should belong to legally recognized security institutions.
Dr. Bizimana, if the Burundian government claims to respect human rights, why do allegations like these continue to emerge? Why do people who oppose CNDD-FDD continue to be killed, while others disappear, some are subjected to torture, and others rot in prisons?
There are also allegations that some people within the Burundian government appear on a list showing that around 600 individuals are reportedly among the Interahamwe who killed Tutsi during the 1994 Genocide. This is where the hatred that the CNDD-FDD government holds against the Rwandan government comes from. The Imbonerakure are being used to repeatedly provoke Rwanda, as they have now been deployed closer to the border that Burundi shares with Rwanda.
If we want lasting peace in the Great Lakes region, we must fight the ideology of hatred, killings, and injustice, regardless of the ethnicity, political party, or country of origin of the person who committed the crime.
Fortuné Gaetan Zongo’s report should be examined transparently, and allegations of violence should be investigated independently. No government should have immunity from crimes committed against its citizens.

How 3 Great Lakes Presidents Armed Civilians as “Patriots”.
1990s Interahamwe (Rwanda), 2000s imbonerakure🇧🇮 & Wazalendo🇨🇩
🪤From Rwanda in the early 1990s to eastern Congo & Burundi today, governments facing rebellion have reached for the same instrument: a party youth league force that turns civilians into cheap, politically loyal fighters.
🪤The names change; Interahamwe, Wazalendo, Imbonerakure, but the method is recognizable.
A president frames an external or rebel threat, the ruling party organizes young men, the army trains and arms a big number of them, and the state outsources violence it cannot fully control.
🪤Rwanda: the prototype
Under Juvénal Habyarimana, the MRND youth wing was converted into the Interahamwe in 1990 to execute the Genocide against the tutsi. By 1992 the presidency and FAR officers were sending selected youths to camps at Gabiro, Gishwati, Bigogwe and Mukamira.
A parallel paramilitary plan recruited by administrative unit, one man per ten households, trained by former soldiers, and armed mostly with traditional weapons especially machetes and a few guns because guns were expensive.
The trained militia became the spearhead; ordinary civilians were expected to follow.
After Habyarimana’s death in April 1994, that network was activated as genocide as the target was a civilian ethnic group.
🪤Congo: the coalition of convenience
Félix Tshisekedi faced a weaker army and a stronger M23. In November 2022 he called on youth to form “vigilance groups.”
Existing Mai-Mai, Nyatura and other militias rebranded as Wazalendo,“patriots.”
Kinshasa then passed a reserve-force law, created the Volontaires pour la Défense de la Patrie, shipped ammunition and cash (officials later cited millions of dollars a month), and fought alongside groups it did not fully command.
Recruits mixed old gunmen with unemployed youth and even some Burundian civilians.
The result was the same dual use: a front-line auxiliary against Rwanda-backed rebels, and a force that taxed, looted and abused civilians in the zones it held.
Army spokesmen still say they work with the Wazalendo but do not control them.
🪤Burundi: the party as reserve army
The Imbonerakure began as the CNDD-FDD youth league. After 2005, and especially after the 2015 third-term crisis, Pierre Nkurunziza’s circle armed and trained them for night patrols, opposition hunting and parallel local power.
Évariste Ndayishimiye has gone further. He has praised them as the reason “Burundi is protected,” sent members to eastern Congo with the regular army, and on 29 August 2026 told the 10th Imbonerakure Day in Gitega that they were becoming “commandos.” “We want every Burundian citizen to be a soldier,”he said.
That rhetoric now has infrastructure. According to sources inside the CNDD-FDD and the FDNB, Ndayishimiye’s government plans three more Reserve and Development Support Force (FRAD) training centers, in Rukoko (Bubanza), Cankuzo and Makamba, on top of Kigarika in Ruyigi (opened March 2026) and Nyaruhengeri in Muyinga (opened September).
🪤Both existing sites sit in Buhumuza Province, now central to Burundi’s security planning.
The stated purpose is manpower for continued deployments in eastern DRC, where Burundian troops fight with the Congolese coalition against AFC/M23.
The political calculation, those sources say, is as important as the military one: reservists drawn from the party youth are seen as more loyal and easier to control than parts of the regular army.
🪤The common genocide ideology machine. In each case the sequence is similar.
A public call to patriotism and self-defense.
Conversion of a party youth structure (or a coalition of existing militias) into an auxiliary force.
Training by soldiers or ex-rebels, often in camps or stadiums, sometimes across the Congo border.
All genocidal governments established these militias to support their genocide ideology implemention !
