UAE government websites all end with the ".gov.ae" URL. This website is simply ".ae" which means it is not an official UAE government website. Furthermore, according to @scamadviser, the actual owner of the website is hiding their identity by using a paid proxy
So because of this tweet, I dug in a bit and apparently it turns out that the proxy owner being used to hide the true owner is some Canadian guy called Jean Geoffrion.
He is the CTO at a Spanish IT company called Global Voice Group, which according to its website, specialises in "provision of RegTech and Govtech solutions...domestic revenue mobilisation and regulatory compliance."
In other words, the Oyibo answer to Alpha Beta Consulting. You can even read Jean in his own words describing how his work helps governments to "raise sustainable revenues."
