At the moment, there aren't easy answers, especially in states where legislation like this is seen as an encroachment on personal freedom rather than a traffic safety measure.

I *do* think we also need to be realistic about the limitations of such legislation.
Unlike autonomous vehicles, I believe distracted driving is a place where we *can* innovate our way to safer travel. But that only happens if we're honest about what needs to change. (3/4)
